Introduction

Early in the morning of 11 March 2016, Emmanuelle Charollais-Cheytion, the deputy mayor of Rive-de-Gier, southwest of Lyon, was alerted to a report of vandalism near the town centre. Arriving at the police headquarters, she discovered that the local war memorial, a large granite slab inscribed with the names of individual soldiers, had been doused in black drain oil, obscuring rows of names dating from the two world wars and the Algerian War. Above the covered names, the vandals had painted one word in oil: Daesh.

For Charollais-Cheytion and the mayor of Rive-de-Gier, Jean-Claude Charvin (2016, my translation), this incident was simply the latest in a weekly pattern of petty crime by local teenagers who were “stinking up the town”. In a radio interview shortly after the event, Charvin told a reporter that authorities knew who was responsible but would not name the perpetrators because they were minors. Yet, as a widely cited post on the centre-right mayor's Facebook page made clear, this particular incident was read as an escalation from petty crime:
